The 57-year-old died of heart failure after a bout of pneumonia on Saturday at his home in Chiang Mai, the government said in a statement.
Binh Nguyen was a leading figure in the controversial pact with a local devil, which was also used to lure young Thai men into a dark underworld in the 1980s.
The deal saw Binh buy a $3m mansion in the seaside resort of Koh Phangan and then help him run an underworld gambling ring in Chichai Phan, a notorious brothel that has been linked to murders and organised crime.
It is understood that Binh had been working on the deal for more than 10 years and was still in talks with the local devil when he died.
However, the deal with local devil was not fully carried out.
According to the statement, Binh’s body was taken to the local police station in Chanchai for burial, but the authorities were not informed of his death.
Police said that they were unable to provide further details on the circumstances surrounding the death of Binh, but said that he had suffered from a heart condition.
